CollapseSemiAnalysis: Texas governor’s datacenter permit pause leaves six on-site-power campuses, 8.7GW in total, waiting on air permits
SemiAnalysis went through each Texas datacenter covered by Governor Abbott’s September 21 directive, which tells the Texas Commission on Environmental Quality (TCEQ) to stop issuing any permit tied to a datacenter until ERCOT finishes its review, and found six campuses planning on-site power, 8.7GW in all, that need air permits during the pause. Abbott’s August pause covered only grid interconnections, so building behind-the-meter generation had become the workaround, but TCEQ has now confirmed the freeze also covers those plants’ air permits. SemiAnalysis says 8.7GW is total campus size rather than what gets delayed: three of the six already have a first tranche of generation permitted, one has filed and is waiting, and two have not filed. Its base case is that TCEQ resumes in December after ERCOT’s December 10 report, so affected phases slip about a quarter.
