CollapseOpenAI’s latest models get better at COBOL, Fortran and VB, targeting legacy systems at banks and governments
OpenAI says its latest models are stronger at building and migrating software in low-resource languages such as COBOL, Fortran and Visual Basic, which power software that banks, governments and businesses depend on. That means understanding decades of business logic and helping developers modernize while preserving what works — for example COBOL-to-Java, Python or Rust migrations with behavior-preserving tests. OpenAI is asking teams which languages and workflows to tackle next.
Microsoft expands Sovereign Cloud in Paris, including disconnected local AI for governments and regulated industries
Data sovereignty is now a hard requirement for public-sector AI, and Microsoft ships a full stack.
CollapseMicrosoft expands Sovereign Cloud in Paris, including disconnected local AI for governments and regulated industries
Satya Nadella announced new Microsoft Sovereign Cloud capabilities in Paris for sensitive workloads in government, critical infrastructure and regulated industries. Per Microsoft’s blog, a Sovereign Control Panel enters public preview at Ignite; external key management with Azure Managed HSM is now GA, letting customers keep root keys in their own hardware; and Foundry Local becomes GA on Azure Local for connected and disconnected operations, with Microsoft, partner and open models. For the EU and EFTA, Data Guardian and Production Touch Ledger add EU-resident oversight and tamper-evident records of Microsoft engineer access.

CollapsePalantir pushes “sovereign AI”: customers fine-tune Nemotron on their own data and keep control
Palantir says it is helping customers build AI they own, on data they control, and lists examples. McCarthy Building fine-tuned Nemotron in Foundry on labeled RFI data to flag project risks, outperforming frontier models at significantly lower cost. Tampa General keeps sensitive data and model processing local, fine-tuning Nemotron to classify LLM traffic against its own risk and privacy standards. NVIDIA uses Palantir AIP and Nemotron to speed its own supply chain, and L3Harris is building models on proprietary data for critical defense use cases.
Palantir partners with Knox to get vendors FedRAMP-authorized in as little as 90 days for government and IL5 use
Compliance is the slowest step for AI in government; this cuts it to about three months.
CollapsePalantir partners with Knox to get vendors FedRAMP-authorized in as little as 90 days for government and IL5 use
Palantir announced a partnership with Knox Systems to speed secure deployment of AI and enterprise software for the US government and military. Knox runs one of the largest federal managed cloud platforms, serving more than 100 AI and enterprise applications, and can accelerate FedRAMP authorization to 90 days or less. The partnership targets high-security FedRAMP and DoD IL5 environments.
ServiceNow and NVIDIA take AI agent governance down to silicon; ServiceNow Arc is generally available
Enterprises adopt agents only if they can govern them, and now that reaches into hardware.
CollapseServiceNow and NVIDIA take AI agent governance down to silicon; ServiceNow Arc is generally available
At NVIDIA GTC, ServiceNow showed how policy set in its Super Intelligence Control Tower is designed to be enforced by NVIDIA OpenShell at runtime and BlueField DPUs in silicon — set once, honored by both layers. ServiceNow Arc, a personal AI agent, is now generally available and runs everyday tasks on local models to cut inference costs and keep more data on the device. ServiceNow calls it the first personal agent for everyday work that IT can govern this way. Per the press release, the BlueField integration is planned for a future release.
China proposes tighter export controls on advanced AI models
Cross-border flows of Chinese open models may come under export control for the first time.
CollapseChina proposes tighter export controls on advanced AI models
The New York Times Chinese edition reports that China plans new rules to tighten export controls on advanced AI models, potentially giving the government new powers to track and even restrict where they go. Officials also sought to reassure users that the move is not meant to hinder use of Chinese AI and that most technology can still be exported freely. A Commerce and Science ministry notice proposes adding 40 technologies to the export-control catalog, 23 of them AI-related, with comments open until Nov 15. The rules are still a draft.
